The SPCA of Niagara contacted the Niagara County Sheriff’s Office after receiving a tip about the dogs. Wheatfield Building Inspector Brian Fineberg condemned the house, which was extensively damaged and filled with dog waste, authorities said.
Brandon Steiner, 29, was identified as the owner of the dogs. Deputies said Steiner told them the house was in foreclosure and he no longer lived there but cared for the dogs daily. The dogs were taken by the SPCA and charges are pending.
